B&CC Bill-Master is designed for the following:

• Automation of the access control to telecom services; settlement of accounts.
• Keeping accounting information on contracts, financial and telecommunication resources involved in the access control services and settlement of accounts.
• Generation of the information and analytical reports on the processes of rendering telecommunication services and settlement of accounts.

The system provides for the following:

• Registration of contracts between the parties involved in rendering telecommunication services (providers, users, and intermediaries).
• Keeping one or more user accounts.
• Registration of services rendered to users by a telecom provider.
• Registration of payments for services rendered and of advance payments.
• Manual and automatic user access management to telecommunication services.
• Monitoring the service rendering process.
• Providing different service schemes (post-paid and pre-paid).
• Providing user access to the system information and functionality through a web interface for self-service.
• Organization of a hierarchy of information domains, and assignment of the main system objects to a domain.
• User access control to the system information and functionality in accordance with the domain architecture based on user privileges and access rights.
• Organization of concurrent full-scale self-contained operations of several service providers based on the domain architecture representing information workflows and access privileges.

The system provides collection, storage and processing of statistical information on the following services:

• Permanent connections to data-transmission networks (DTN).
• Session connections to the DTN over public switched lines (Dial-Up).
• Permanent connections to the DTN over tunneling protocols.
• Telephone connections over traditional telephone communication channels.
• Telephone connections with the voice over IP (VoIP) technology.
• Nonrecurring and recurring services automatically controlled by the equipment, manually controlled by the system user, or generated by the end-user self-service mechanisms.
