B&CC Bill-Master operates in all enterprises of "Uralsvyazinform"

Software Solutions Division of Inline Telecom Solutions developed and implemented integrated billing solution based on the convergent B&CC Bill-Master in the largest provider of telecommunication services in Ural region - "Uralsvyazinform". The company operates in Kurgan, Sverdlovsk, Tyumen, Chelyabinsk regions, Khanty-Mansi AD, and Yamalo-Nenets AD.

"Uralsvyazinform" performed market analysis of high-performance billing systems to consolidate their separated billing platforms in 2006. Based on that analysis they chose Inline Telecom Solution as vendor of unified convergent billing platform for IP-services. The convergent B&CC Bill-Master was chosen because the system appeared to be the most proper solution to accomplish "Uralsvyazinform" tasks. Also, the system meets all the requirements of "Uralsvyazinform" for billing and customer care systems. Moreover, Bill-Master can be easily tailored to their unique business processes including specific characters of geographically allocated enterprises.

The project uniqueness is proved by the following facts: "Uralsvyazinform" has got geographically distributed organizational structure including 7 telecom companies in different cities (Perm, Ekaterinburg, Chelyabinsk, Kurgan, Tyumen, Khanty-Mansisk, Salekhard); "Uralsvyazinform" needed integrated billing solution based on the convergent billing system, which must be compatible with the existing network equipment and systems of telecom service provider; the system also must provide fast implementation of new services; "Uralsvyzinform" renders diverse telecom services which differ by the way of information transmission, also services are rated and charged by different billing systems.

The fulfillment of the project was difficult because of the following requirements to software, equipment and system:
• Employing of the "raw" technology based on Cisco ISG.
• Seamless integration of newly developed system with the existing solutions of "Uralsvyazinform"
• Precise migration from legacy systems to this new solution. Considering that the main condition of the project is to keep business integrity, this migration process implies full-scale migration of data used in legacy billing system(s). However, within the project this task is much harder because it required to fulfill migration from different incompatible billing systems into new data format which corresponds to this new integrated solution.

Fulfillment of this project includes all typical stages of project planning such as scheduling, designing, development/implementation, and testing/debugging. Due to geographically distributed structure of "Uralsvyazinform", the requirements at all these stages were more severe and extended.

Within the project, specialists of Software solutions division also accomplished such important tasks as:
• integration of billing system with different external financial systems,
• integration of the system with existing operator infrastructure,
• extended training for the staff of "Uralsvyazinform"

Because of the modular structure of Bill-Master, "Uralsvyazinform" has got an excellent opportunity to expand the system functionality and add new services without stopping the system operation, which is particularly for operator because of their plans. For example "Uralsvyazinform" plans integration with Ural portal and development of IPTV services. The currently deployed B&CC solution includes the following modules:

• Core module (ORACLE/Solaris)
• ISG/SSG support module
• Dedicated line module
• VPN/tunneling authorization module
• Financial software integration module
• Dialup access module
• Telematics service module
• Automated request processing module
